Many art stores carry various brands of pencils, and you can try them on a scrap of paper.
I tend to choose the colors individually, of various brands. I don’t like sets, you are getting someone else’s choices of colors. Though sometimes getting a set is less expensive.
I like some of the pencils that are water soluble. You can use them dry, but then go over them with a wet brush and blend them. Mongol, Design and Supracolor make them.
Other colored pencils are not water soluble and those can be useful also.
A high quality brand that many artists use are Prisma Color pencils. The have very vibrant colors and are soft and easy to blend. They are expensive though, so I would start with a small set to see if you like them.
